check out http://wordpress.org/ .. this is pretty simple to set up if u have apache and mySQL , it is pretty simple .

As for the advantages of blogs w.r.t SEO, it helps if u keep blogging periodically with content realted to your site content .Will definitely help inyour search engine ranking.

1. If your planning to setup a blog, you should first start what blogger site do you like to put your blog.. (Blogger or Word Press)

2. If you already have a blog,just copy and paste the link of it into your site.
