you should create two or three fake accounts and and then increase you friends and when you get enough friends list then suggest them your fan page.

my tactics for getting more fans are:

-post something interesting minimum twice per day at your page (related content)
-post the link of your page on Facebook groups with related content
-make a promotion on groups, if people "like" your page they get a prize
-get good page "admins" to help you with the promoting of your page
