you seem a little confused. This is perhaps massively over simplified, but think of seo like this:

• On page optimisation (keywords etc) - Tells the search engines what you want to rank for.
  
  Links (relevant natural inbound links) - Determine how highly you rank in the serps for your chosen keywords.

So, without on page optimisation the engines wouldnt know what you should rank for, and without links you would rank very low.

Like i say, massively over simplified, but it might shed a little light.

So if you optimise your page for certain keywords and then gain links for those keywords then you should be ok.
