Submission tools, friend or foe?

I am having difficulty ranking well in Google. The person who has been promoting my websites 'on a weekly basis by submitting each URL in turn to a range of international search engines using tools such as Web Position and .Web CEO to name but two.'
I had heard that submitting to Google in this manor may not be helpful to my ranking. Are they helping or hindering my ranking?
