I heard that hub pages can be very useful, esp if they got high PR. But it's not easy to find a high PR blog providing do follow links.

I prefer you to promote your blog through blog commenting and forum discussions and as well as in social networking site. It can take some time to increase value of your blog but it'll definitely works if your doing quality SEO work.

I do agree with you. I am also applying the same strategy to post my blogs.

Well, there are so many way to promote your forum site. You can do Link building campaign such as bookmarking, directories or article submissions. You can do blog commenting as well. Other than that, you can do SMO, to generate more traffic for your site.
