check out http://wordpress.org/ .. this is pretty simple to set up if u have apache and mySQL , it is pretty simple .

As for the advantages of blogs w.r.t SEO, it helps if u keep blogging periodically with content realted to your site content .Will definitely help inyour search engine ranking.

when you set up a blog, there are already instructions in there... wordpress is a good blogging site.
