I do not know, but I get the sense that it is almost like doing something just to draw attention to your site ... such as, writing a controversial article with a link to your site just to drive traffice there ... maybe I'm wrong about that, but that is what it seems to mean to me

Link baiting is the creation of content that incites users to link to your page from another website. The types of link bait vary tremendously, but they include highly informative articles or news stories, useful resources and sometimes controversial or sensationalistic content. Link baiting is a White Hat SEO technique used to help a site improve its Link Popularity and Page Rank. Some sites use link baiting as the centerpiece of a Website Marketing campaign.
Absolutely right! Link baiting is quite helpful in SEO, but for that your quality of content should be very good and interesting for other people.

High quality content is your best link bait. You have to make your content worth reading and valuable. I read a great article, I don't have the link. Anyway, some case studies have shown that first page ranks average around 2,600 words per that specific page. Long content has its pros and cons. Most people don't want to read 2K+ articles. Smaller content can get ranked if it has value. It's the classic argument of long content vs. quality content. If you create unqiue, helpful informative articles, others will link and you'll pull in higher quality links.
