CPC stands for cost per click. You only pay when user click on ads. You need to set max. cpc that you will charged and sometimes you will charged less than max cpc. But your cost will not exceed than your max. cpc or in other words you will not charged more than max cpc.

There are two kind of bidding. Manual and Automatic. In manual, you will choose your bid amount while in automatic, Google will set bids to try to get the most clicks within your budget.

I was not able to find the exact average CPC, but this would depend on the industry as some are more expensive than others such as finance and insurance. I would recommend reading the Google Inc. Announces First Quarter 2013 Results There is a section about AdWords CPC, but again it doesn't give the exact average.
WordStream also did a nice infographic in 2011 that breaks down the CPC by industry.

Are you running ads on Facebook or Google Adwords? Which medium is profitable for you? For me it's not about profit only. It's about profit and tracking. If I can't track ROI accurately then there is no reason to promote ads in that medium.
