It simply is Creating links on other blogs pointing to your website, exactly what davidsmith21 mentioned in the comments

External Links to your webpage. End of the day, that is what search engine crawlers do.
Say google crawls your website. It has link to another website, crawler goes there. Crawler follows all the links on that website and so on. And maybe one of the links of the links comes back to your website. Eventually, when a lot of website points to one website, the website that is pointed at gains more reputation.
It's like a popularity contest with links.
