Hi,
If you submit or link your site with low PR and credential serch engine or website then , it will deduct some PR value from site and add that value to site in which you submitted and linked. so submit or link your site with higher PR also relevent with your domain.

Is Isnare good place to submit articles? Also, how often I should to submit articles? So far I have 10 articles ready to submit, should I submit all at once or it doesn't matter?

If you are still interested there is a website called linkmarket.net. There you can exchange links with other sites. And you dont need to place them on the homepage. You can make a separate page and place them there so you dont waste ad space.
Like this i made lots of links. Of course you can use the other methods the other guys suggested.
