i have not tried a foreign source for hosting, but would be open to it could the company providing the hosting provide guarantee of uninterrupted service. I am sure that there are many countries with sound enough infastructure to provide 0 down time, but I am equally sure that there are many foreign countries that could not.

If you use Hosting from the target traffic, it is a good idea.
But you should be check about the up time and your hosting service.
