What is the best way to do with a new site which is not yet index by search engine? Should I wait for search engine to crawl the site or submit the site to search engine?

Hai Janna,
For a newly launched site you should try to get relevant high PR backlinks, add contents regularly, directory submission, posting in forums-blog with sitename as your signature and all SEO stuff.
It is not at all necessary to submit your site make spiders to crawl your site by above mentioned ways.

I never really saw the point in submitting sites to search engines as i found that a good links will get crawled and noticed faster than a review of your submission
